Still get low lp after wins

I was getting around 23-22 lp a game but then i went on a HUGE losing streak (like maybe 10 or 11) and only got 11 lp per win after and 23 per loss. Recently, ive been winning a decent amount lately and still only get 15-14 lp a win and STILL 22-23 lp per loss. Its VERY annoying.
