Give Nexus turrets their lasers back and give Towers scaling armor pen

Giving turrets a bit more hp so they take 0.5 more seconds to destroy won't do much. Maybe at least they should be able to do some damage so tanks won't be able to perma tank them and teamfighting at the Nexus would be at the defending team's favor, as intended..?
