I know she had some nerfs a while back, and I NEVER see her anymore.
Im looking to pick up a AP mid laner to master, and help carry me up some ELO.

Syndra's Q>E was fixed this last patch, other than that she's been relatively the same.
She's not top tier for picking, but she is strong if you learn how to play her. This is true for many champions.
I like her personally, but I just never took the time to learn her because she's not a champion I would prefer to master. Not for any particular reason other than I just don't feel like it.
But if you master her, you can climb. There's plenty of people in high diamond who mastered a single champion and climbed with that champion, so go for it if she is your cup of tea.
People picked her for her insane lanebullying. The Q base damage nerf hit her pretty damn hard. Her midgame tho is still really strong because the ult is just a free kill everytime its off CD.
shes absolutely viable but due to her lack of the two most required features of any midlaner (either mobility or devastating AoE) she certainly has some downsides and also has a much steeper learningcurve.
for example, if you play on elo X and you play thresh support but you are not madlife, chances are you have less impact than if you'd play leona support because of how much harder it is to use threshs kit as effective as leonas kit, percentage wise. so lets say with your skill you are using 30% of threshs power but you could at the same time use 70% of leonas power. obviously, since both champions have about the same strength, 70% of leonas power is alot more you bring to the team.
the same goes for syndra. shes just HARDER TO PLAY than most other popular midlaners because of how her kit works.
you have to understand that your current elo reflects your ability to play the game. this means, "carrying" is something you simply cant do in your elo without getting better first or optimizing the champions/playstyles you use, which is also a form of getting better.
this means, picking up syndra is probably not the way to go for you if you want to climb. as you asked for recommendations, i can absolutely recommend victor, anivia, karthus, velkoz.
they all play relatively similar and have similar powers. at the same time, anivia and velkoz are excellent supports in case you have to fill.
