High ELO has different variations among the Regions.

For NA, D1+

For EUW D3+

For EUNE D1+

For KR i have heard Plat1 ~ D5+ Because of how competitive KR Server is.

These may change though. Depends on the quality of the players of each Region as a whole. Each Season.

technically by the very nature of how statistics work, that would be about plat 3. plat in itself already is the upper 12% of the lol player base

but in all honesty 99% of the community believes if youre not in d3 you're just like any other person in bronze/silver/gold

granted with the new rank system currently, you could shift it up to master.

You are rank 1, or you are nothing!

A bronze player can play better than a platinum player matchmaking is rigged right now.

Masters and up. I constantly hear Challengers say that going from Masters to Challenger is much harder than going Plat 4 to D1.

In fact, I asked a top 100 NA player the other day and he told me that if anyone plays enough and has common sense, you can easily get D1 and that it's almost free. I told him he thinks that bc of how good he is and it's natural to him. He then got on a smurf and showed me just how dumb Diamond players were and why they were hardstuck Diamond. He wasn't trying to be rude or shit talk them. he said they just don't know the things he knows bc he played so much longer but it's crazy when you watch and hear him point out very very very common sense things and you think, "Even I know that..why are they doing that?"

I think what makes someone Masters is not only being VERY good at the fundamentals but knowing them and applying them in a game CONSISTENTLY. It is easy to watch a game or spectate and see the mistakes and backseat. But it all goes out the window when you play.

Masters and above. I've been watching a lot of streams lately and based on what I've seen, even Diamond is kinda noob. I can't get Diamond myself and it does take skill to get there but a Master, Grandmaster or Challenger player is a whole different League. The skill difference between a low Diamond player and a Grandmaster is far larger that the difference between Bronze and Diamond. The only difference between a Bronze player and a Diamond player is consistency.

I used to consider is Diamond 2 and up, but since the new ranked system, in my p1/d4 ranked games I consistently have 2-6 grandmasters in the game, so high elo must start at Diamond 4
