Is the new rylies really that bad for mordekaiser?

It's cheaper now, (but less slot efficient) and he got a 20% slow on his ultimate from the current anyway, so it wont be too big of a hit.

He can just rush it faster and get his slows faster, so wouldn't that actually be better?
