Glacial augment should be able to proc off of single target spells

Its not doing so great atm as there are better options most of the time. I see maybe ekko run it or the gnar that wants to not build Frozen mallet that game. But other than that there isnt a big use. I suggest they make it proc off of single target abilities allowing it to give more uses and more champions to use it on.
