@Riot Cassi but not Nami?

It doesnt make much sense why Nami still has the ability to purchase boots.

Add level scaling movement speed to her passive for her alone (in addition to the current movement speed buff on her passive that procs on her allied spellcast) and remove the ability to purchase boots... simple fix.
