Mini Kennen Re-Work

I'm not sure if this is something I should be posting here in Gameplay or in Concepts & Creations, but to prevent this post from taking years to read through, here are the changes as follows:

*At all ranks. Passive: Mark of the Storm No Changes.

Q: Thundering Shuriken No Changes

W: Electrical Surge Cost: 40 Energy | Cooldown: 14/12/10/8/6 Passive: Every 5th basic attack deals 20/25/30/35/40 (+ 60% bonus AD*) (+ 30% AP*) bonus Magic Damage and applies a Mark of the Storm. Active: Sends a surge of electricity to all nearby marked targets or those with the radius of Slicing Maelstrom, dealing 60/90/120/150/180 (+ 60% AP) magic damage. NEW A range indicator now appears around Kennen when nearby enemies have been marked. NEW For every 30% of bonus Attack Speed, the active cooldown of this ability is reduced by .5 seconds.

E: Lightning Rush Cost: 100/95/85/75/70 | Cooldown: 6/5/4/3/2 | Recharge Time: 15/13/11/9/7 | Max Charges: 2 NEW Active: Kennen briefly transforms into a bolt of lightning, dashing to a target location up to a maximum of 375 (Cannot pass through walls.) and gaining 5/15/25/35/45 in bonus resistances for 4 seconds. Passing through enemies deals 40/60/80/100/120 (+45% AP) magic damage (Doubled against Champions.) and restores 40 energy the first time Lightning Rush damages an enemy.

R: Slicing Maelstrom No Changes.

I honestly would give Q a slow. Every time I Q with Kennen I feel like it is going to slow like Rumble's E, but it doesn't ;-;
