@Meddler small QOL Veigar change thoughts?

okay so basically I've had countless instances of ulting something and the target dying before my ult hits but it goes on cooldown, and I was wondering what your thoughts are on the ult CD being refunded in this scenario.

AN EXCEPTION is with something like ulting a fizz who e's it or a vlad who pools it. They are different situations, and I think they should stay as such. But ult going on CD for hitting nothing after the target dies is something that I think his ult cd should be refunded for.

Thoughts? And if no, then explain why please.
