Question about Essence Reaver

So I have been playing a lot of Tristana lately, and given the change to her Q and E resets I have been playing around with Essence Reaver. Is this a good item for her or am I just wasting an item slot when I should be getting something else. If I should be buying it, do I rush it for the early game cdr boost or buy has a later pickup for the extra cdr then?

Lastily, who should be buying this item besides Lucian and Graves? I'm never really sure when this item is actually useful. Thank you for all your help.

You'd build it on Varus, Sivir, and Ezreal too by the way. Anyone who does significant damage with their abilities, really.

I think the only case it wouldn't be inferior to infinity edge is when you can't win lane. If you have any chance of winning duels in that bot lane, you should get IE first. But if you're just going to be passive and farm it out, essence reaver will be useful as a medium term item and you can pick up IE later. But even then it'll be worse in teamfights.

Casters will generally look to buy it. Miss Fortune, Varus, Ezreal, and Corki (after triforce) all do well with it.
