One Kog'Maw QOL Change

Kog'Maws passive is definitely an interesting ability to be sure, but in the League of Mobility, it falls a bit short and is very easy to dodge, so why not allow the Leagues cutest void-monster to trigger it early similar to Zyra? Not game breaking, but definitely some love that Kog'Maw would appreciate.

i perfer just allowing him to use summoner spells during passive. there are times i really wanted to flash after someone right out of reach
