Riot, Will Aurelion Sol's passive be able to be toggled?

I'd hate to be traveling to river, and accidentally aggro dragon/Baron when I know there's an enemy ward in the vicinity. Also, How will his passive react to enemy's who get near it when you're in a bush preparing for a gank? Will they still do damage, or will you have to leave stealth in order for them to apply damage?
