Patch 8.15 - and by extension Stormrazor - was a mistake

The reason we're where we are at right now is Patch 8.15, a knee-jerk patch to try and fix the absolute travesty that the Stormrazor addition had become.

Short and sweet: Stormrazor was added with the AD item stat and cost rework, bringing an overtuned nightmare of an item that was better on assassins than on ADC's - but why?

Probably because items were pretty expensive along with being much weaker early, meaning crit ADC's were actually hit on two fronts - one-to-two item strength as well as the speed at which they'd even get those items. This is the reason why bruisers popped up bot, because stopping an ADC was actually not only possible but pretty easy considering once they were behind, they were practically useless stat-wise (and functionality wise, considering ADC's don't offer much past damage).

So to fix that, Riot jerked their leg really sharply and dropped the prices on literally every single AD item to bring them back into bot. This just brought us back to square one but with a bigger nightmare - a consistently stronger auto-attack on every crit ADC early instead of having to gamble.

In addition, Stormrazor in Riot's desperation to not concede that they'd went about their goal in the completely wrong fucking way, they had buffed Stormrazor several times between its release and the subsequent price drop - once to its power, once to its attack speed, and once to the bonus MS. This meant that an item that actually was pretty well balanced originally if a bit gimmicky had suddenly overshot all other competition in the category - it's now the cheapest ADC item in the game at 2800, the only AD item that's cheaper than that being Manamune. Let that sink in.

So now with its grossly inflated stats - only the AD having been reduced, though for the price-point hardly an issue - it is a must-build for any ADC that wants crit, and is even built by ADC's that don't care for crit if they want to snowball their lead hard, the 20% MS increase being the highest speed boost in the game on an item (bar literally none, on the slowest champion speed of 325, this item gives an immediate 65 bonus movement speed). Tie this in with builds that naturally include bonus % passive MS and you have someone who can escape danger freely as well as chase enemies down just as easily.

The issue with champs like Kai and Jhin right now is A) Stormrazor and B) ADC items being disgustingly cheap, especially for a lane where they can double up the amount of kills they get pretty freely. This honestly is pretty reflective of the utter shit-storm meta where over-tuned damage will cause champs that do "sustained damage" to come up short if they can't burst with the rest of the champ pool, and the only way ADC's can do that without blatantly breaking their laning phase is to give them access to items.

If you want to see actual changes in bot-lane and not a snowball slaughterfest, key isn't to nerf the strongest champs right now (besides Kai'sa, who was actually relevant even before the price reductions in the face of bruisers) - it's to revert some of the asinine changes that were made, namely starting with Stormrazor, and strongly considering adding back some of the costs of ADC items. As it is now, even if you nerf the strongest champs, the next strongest ADC's in line will simply take their place and dominate because ADC items are too accessible for the cost right now while still giving their overtuned stats.
