what's the deal with predator

the boots don't even have the stats on them, only the min-max damage depending on level. not only that, but if predator can't be used out of combat, why am i able to use the boots in combat and just instantly waste the cooldown? there should be a timer on the boots saying when you're out of combat and can channel the effect.
