Why does a 15 minute dodge timer justify this?
I thought the tooltip said selected, not lock in
I waited until the last second to lock in because I was still deciding. Shouldn't I be punished instead of my friend who did not know?

It's the same exact thing as the dodge penalty that has always been there when you fail to select a champion, except now they are wanting you to not sit there afk.

The penalty has not changed at all, but nobody complained about it before when the requirements were slightly different. Once people get used to it the select phase will go by much faster overall so you can get into your games.
