Can we get a champ select report system or free dodge system already?

I hate having to dodge when players tell me they'll feed if I even die in my lane, be punished for it while that player gets to requeue with no consequence. Just to run into another troll in the next select. Please implement some sort of dodge vote system or at a report system where you can report from the select or at the VERY least, let the tribunal read the pre game chat.
