Trouble with Jungling - Efficient Clearing and Decision Making

I'm trying to JG and I'm having a hard enough time clearing camps and surviving. So say I play Sejuani and I get red, wolves, blue, and then gromp. I will barely have any health, my potions will be gone, and I will not be in a situation to gank at all.

Then I recall, get my smite item and a control ward. I get kind of lost. I could go do raptors or krugs or whatever...

But there's this ever looming pressure over my head to gank lanes. Without a doubt, there are one or more lanes losing pressure. I feel the need to go top since top is solo and it takes forever for them to get back into lane. But top has super tanky champions and trying to kill them is just basically telling the enemy jg to kill you.

If bot lane is falling behind and I gank it, the adc has the power to auto me down along with CC if they have a good support.

Mid lane... It's either being dominated or they are pushing.

And then all of a sudden... I'm behind in farm, getting yelled at by everybody, and I'm 4 levels down.

How do you guys do this?
