I personally think veigar is annoyingly strong, If you play agressive, he can press E and one shot you. If you play safe and farm up, he will one shot anyone because you let him farm.
The only time ive actually beaten this guy but still be really bored playing against him is zed
, leblanc
.
But with zed being banned 24/7, Leblanc is really the only option.

Go Diana with MR runes. Once you have scepter you should be good to go.
That said, most Veigars AFK farm under turret and there's very little you can do about it. He just zones you out with his cage.

Btw, he is extremely easy to beat, either dodge the e or just stay in the box
Any Assassin destroys him if you know what you're doing.
His farming now is such that he should definitely lose stacks on death because they are so easy to stack. His ult should be reworked so that a super unfed veigar can't just get back in the game with a point and click instagib. 33% is way too high for the increased damage, it should be scaled, so under 30% it is increaded by 10%, under 25% increased by 20% etc. not just anything under 33% is one shot no matter what.
