Is Lee Sin actually OP?

Champion.gg - League of Legends Stats by Champion Role for the Current Patch

I know it's for higher elos, but the above link takes you to a rating of jungle champions based on win rate, pick/ban stats, and in game stats (kda, damage dealt, cs, etc). There seems to be a popular opinion that Lee Sin is very op, but he has been mediocre on this list for quite some time now. Is there something I'm missing here about him or does the perception of his strength outweigh reality at the moment?

"Overpowered" champions get banned. Strong champions get picked in their place.

Lee Sin is simply everyone's default pick when FotM powerhouses (i.e.: J4 or Vi) are unavailable.

He's just really popular. That means people have a lot of losses against Lee, so they think he's op. The opposite scenario is the reason why Sejuani is going to eat nerfs in patch 5.6 or 5.7.

He is not op. He is just fun to play and unfun to play against (just like half of the roster fyi)

I think http://na.op.gg/statistics/champion/ might provide you with more accurate results if you want to look at win rates and stuff across all ranks.

And I have been arguing non stop on this board about how I don't think Lee sin is OP at all.

He has had a low win rate for almost longer than any other champion...he's not OP just UNFUN to play against.
