Fix Jhin's auto reset delay

Why is it that when ever Jhin's autos get forced to cancel (like if the target dies mid cast) he is stuck with a massive delay. It is longer than his normal delay between autos too. Worse part is when you get them back to back and end up just sitting out a wave because of it. No other champion seems to have this, or to this extent at least, so why does Jhin, a champion who only has 4 shots to be gin with?
