Precision primary is not balanced

In my last 16 ranked games, I've won all 15 jungle games I played. This was Plat 5 elo, and the highest rank I've ever been is D5. I'm playing a little below my elo, but not 15 jungle wins in a row below my elo.

This isn't just a Graves problem(even if I am abusing him). It's anyone who can take Precision primary. The amount of tempo you generate with machete start with Precision/sorcery is unmatchable. Even Precision/sorcery Cho'Gath ran the game over. How is this ok?
