@Meddler When you're looking at Veigar please don't forget his actual passive
TL;DR: Veigar's current passive is underwhelming needs to be reworked so that it either provides meaningful mana regen, or replaced entirely by a tweaked version of the passive on his Q (as that is what feels like his real passive).
So Veigar's REAL passive is called "Equilibrium" which grants him 1.5% increased mana regen for each missing 1% of his mana. This passive is incredibly weak, and it pretty much feels like his Q passive is his actual passive because of how negligible this is.
Let's look at it quickly, shall we?
at lvl 18, where his passive would be most effective as his base mana regen is highest, Veigar's mana regen is 19.6 per 5, or roughly 4 per second when rounding. At 50% mana, his passive will give an additional 3 mana per second (.015%*50%4, or %increase%missing%mana regen = an additional 3 mana/sec). At this time, his lowest cost spell, Q, is 80 mana. For him to gain enough mana to cast a Q will take just under 27 seconds, or once every creep wave. (this is not factoring in that as he gains more mana from his passive, its effectiveness decreases) This will time will be roughly halved at 0% mana, but still requires ~14 seconds to cast his lowest cost spell.
Now, remember, this is during the BEST case scenario. Veigar's mana regen, and therefore his passive effectiveness, will be less at all other levels. Compare this to Lissandra who gets a free spell every 17 seconds (or fewer if she impedes movement) and Xerath, who simply needs to attack something every 12 seconds to get a significant chunk of mana back, which can equate to several spells (doubled vs champs), Veigar's passive is severely underwhelming. I therefore propose 2 options:

Buff Veigar's current passive to make it meaningful, something which actually has an impact in the game. I'm talking free spell like Liss, or chunks of mana refunded like Xerath. Perhaps something like X% of magic damage is converted back into mana, possible doubled vs champs or only effective vs champs.

Remove his current passive. The passive on his Q becomes his real passive, with slight buffs. Something like **killing a unit permanently grants .Veigar 5 AP. This is doubled against large minions/monsters. Additionally, Veigar gains 1/2/3/4/5 AP (depending on level) on champion kills/assists. Sure, this removes the Q farming minigame, but by doing so he doesn't simply sit back trying to afk farm. He'll effectively be only able to obtain 1/2 the AP from waves like before, but he won't be constrained to simply farming and avoiding interaction with the enemy until he got super fed. He won't feel punished for roaming, but his enemies will still have incentive to deny him CS/kills.
