Singed Rework Idea

It is hard to come up with balanced numbers on paper so please don't freak out if you think it is too strong or too weak.

Passive: "Singed gains 10/20/30/40 ability power, movement speed, magic resistance, and armor and half that in health and mana regeneration for 5 seconds after each minion, monster, or champion he kills and for 2 second after damaging a champion. The value is reduced by half for each stack up to a maximum of 6 stacks. If no enemy champions or large/epic monsters have been damaged in the past 10 seconds, this bonus is disabled."

Passive notes - This is at level 1/6/11/16. At 6 stacks, the passive would give a total stat bonus of 20/39/59/79. When the passive is disabled from not affecting any champions recently, stacks are still counted from killing minions and monsters. If he still has stacks when it activates by damaging a large monster or a champion, he would get full benefit from his stacks. This is to prevent him from just have 0 stacks and then getting 1 when a champion shows up even though he had just killed some minions.

Q, W, and E: unchanged

R: Singed makes all current poison gas and that which has dissolved into the atmosphere in the past 10 seconds reappear with 50% increased volume. The gas then lingers for 4 seconds before finally dissolving. Enemies that come in contact with this gas are poisoned. While poisoned they take magic damage and are slowed by 50% for 3 seconds.

Damage - 11/16.5/22 (+5.5% AP) per 0.25 second Cooldown - 120/100/80 Mana Cost - 100

R notes - This gas would be noticeably different in appearance from his Q for clarity purposes. The damage would stack with Q damage. If an enemy is in the poison when it activates and remains in it for the full duration, they receive 308/462/616(+154%AP) damage.

Edit: I noticed a flaw to his ult damage and changed it to be damage per tick instead of total damage.
