Where's the ryze R change

Meddler brought up that they were planning on spicing up the blue boi and change his ult around and said they'd aim pre 7.22 but I don't see it anywhere D: Ryze is in a really tough spot because yeah he's alright in pro play due to everyone being on the same page but in solo que its a fiesta. I just wished they would return his combat ult so it would be balanced for both pro and solo que instead of it being lopsided thanks to communication and awareness.
