[Not transfering but creating new account on different region]

Hi,

I started new account on EUW to play ranked, keeping another on EUNE to play with friends. But i run into problem when im lvl 27 and dont have enought IP to buy proper runes and getting stuck with high plat/diamond/master where i feel really frustrated by not being able to do anything, getting reported for being "useless". This way i stacking losses and taking more time before i get 30. Why are runes slots locked for not 30lvl players even when they play against players who know how to punish not having runes? Why aren't RP cost on runes?
