Enchanter Sightstone & Chalice Change

So, with mana regeneration becoming the go to thing for supports, Im finding myself hating Ruby Sightstone more and more. Can we get a Sapphire Sightstone that builds from 2 Faerie Charms and grants the same item active cdr??

On a similar note, Harmony feels really underwhelming on Chalice. Can we make it heal allies nearby over time? Maybe make it charge up like Athenes but only while out of combat? I just feel like it could be more interesting. Right now I just get Athenes and I dont even care about losing Harmony.
