Question/Issue/Discussion around new CDR items

Zhonya's Hourglass Abyssal Scepter Hextech Belt thingymagiggy (shares space with other hextech items)

immediate issue I see with these items is that they're situational, especially the first 2, especially with the reduced AP on them.

Currently, when I play Azir, my final build looks something like Nashor's tooth (20% cdr) Rylais Void Staff MPen boots

and 2 other items out of Deathcap Abyssal Zhonya's

and I get 15% cdr from scaling runes to always bring myself up to 35% by level 18. Some games I might get something slightly different from this setup even, I've tried out ludens and whatever haunting guise turns in to.

The issue is, sometimes I want Zhonya's, sometimes I want Abyssal, sometimes both, sometimes neither one

with the cdr changes, that means if I don't know before the game starts exactly how I want to build, (and it definitely changes depending on whether I get ahead early or put behind early, if their zed is a legit threat or a wet noodle, etc), I can't really use runes to fill the cdr holes I've got and still be efficient right?

This is a very long way to say I'd like another 10% cdr option. If I don't need zhonyas or abyssal, where can I make up that cdr? What if the gunbeltwhatever isn't the optimal hextech item on my champion? Do you guys think it's an issue if we can't depend on building towards a specific cdr amount we're accustomed to or is it ok to be 40% some games and 20% others? And is it crazy of me to want 10% cdr on an item that's not situational otherwise? IE an alternative deathcap with slightly lower AP in exchange for 10% cdr?
