Is hate votes being addressed in S6?

When you're team is losing by a huge margin and two people refuse to surrender but just vote no so they force the other three to have to play the game or get an AFK strike? I'm not talking about a close 10 kills difference, I'm talking about a 20 kill difference by the 20 minute mark no one on the team playing seriously but "nope we don't care if we win or not I just want to waste your time by voting no".

I'm all for playing the game out if the other four actually want to win the game but playing a game where no one cares disgust me. You don't prance around on a basketball court while refusing to forfeit a 16-78 game and saying "it's just a game".
