draven jungle

I just had a draven jungle who had 15 CS at 10 mins and was 3 levels lower than the support 25 mins into the game. Also didn't finish the first item until 20 mins.

Why aren't these people banned from playing ranked, they are obviously trolling? Just like a chat ban when you mouth off, these people should get a 10-20 game ban from playing ranked until they prove in unranked they arnt going to troll.

If they go back to ranked and troll again, then its a 30 games ban. If they want to do it again then they cant play ranked at all.

I constantly lose games because someone wants to experiment and ends up inting or causing us the game.

What is being done to fix this?
