Was there ever a need to buff the shit outta Garen?

Was he not fine before? I mean he wasn't the strongest guy, or most popular but he didnt' seem weak, he was still the oppressive asshole champion that can just faceroll, but at least he didn't destroy everyone in seconds and deal 1300 TRUE damage ults and 1% of your health in true damage every second :c.
