What determines picking positioning in draft?

Do I have to int in my games to get placed at the bottom if it's based off mmr still. I'm so tired of being first pick in every god damn lobby and having to pick someone who can farm safe because if I dare pick my lane first i'll be countered so hard to the point I might as well dodge instead of trying to play that matchup
