Key fragments for BE? RECOMMENDATION TO RIOT.

So I have a recommendation. Since I'm sitting around with 4 chests and 0 keys.... Can there be maybe a chance of getting keys for blue essence? A reasonable price for what I think would be like 1500 IP/BE... I would love this to become something where we could use our BE for something other than Champions, Randomized Chests, or Chroma's.
