a Lot of lag

I have been having this issue for a few days now at the beginning it was easy to fix just restart my lol and it was fine for a few games but now I cant play a single game my ping is normal and my fps normal as well I even checked my packet loss because that is what every post I read about this says is the problem and my packet loss is 0 I just want to play some lol but no forum or post can help me I have even gone as far as formatting my pc and downloading a fresh lol and still the problem persists I am at my wits end please help me.

I am aware I dont use any commas and stuff I am not native english speaker and dont know where to put them so pls excuse this extremely long paragraph.
