If a target has 30 Magic Resist and you have 30 Magic Penetration, and your ability deals 500 damage, you will deal 500 damage to that target, no more, no less. Effectively making it true damage.

Is this correct?

yes.

but often there are still other things that reduce/increase damage (for example Masteries or items like item 3812 ), so i wouldn't call it true damage.

but without other amplifications you deal 100% Damage when the enemy has effectively 0 MR, that is correct.
