Early game, I feel like she uses too much mana. Whenever I played her I would always go back to base multiple times because of running out of mana so early. Can we get a reduction on her mana usage? What do you guys think about this? I feel like it would make her more balanced and enjoyable to play.
No absolutly not! She's fine, and i hope riot increase her mana cost.
The took steps toward removing her permashove because it esentially cancelled any attempt to lane against her.
She can still stall mid-late game forever against comps with weak siege.

If you are mana low on Sivir it means at least one of a few things:
Either way this is a L2P issue.

just buy tear then manamune also start with cdr manaflow band rune and essence reaver then spam your q and w ,,,,,, i start game with saphire crystal then i build tear
Not mana hungry enough.
Her mana is fine for me.
She’s fine, you just need to manage your mana properly and use spell shield at the right times. You can’t just spam all of your abilities off cooldown without losing all your mana even with essence reaver
