Why doesn't CC'ing a champion (without damaging him) count towards a kill under turret.

If I (Urgot ? sure.) were to be dove upon by an enemy Kindred with 20 health, she then pops her ult and proceeds to wail upon me. I respond with a E-flip and nothing else due to her superior skill and whatever the hell. In the end, I CC'd her but did 0 technical damage due to the minimal damage cap on her ult zone. The turret then kills her after I die, and she gets "executed" The same interaction could happen with any champion that has a shield, provided you don't actually puncture the shield completely you will NOT get the kill. Looking at you Yasuo

What's the deal with this interaction? I can honest to god throw a soraka ult across the map and get an assist on a kill top lane or throw a meaningless heal at a champion involved in a fight that backed out and only received an assist himself. (If this isn't easily read, then ignore this portion)

Can we fix this? If CC alone will get you an assist in any other situation, why is this exempt??
