Is Chalice of Harmony worth building on Leblanc?

I prefer 
for almost all ap mages. The only time I ever consider 
is for 2 reasons. I want to stack MR or the AP champion has mana problems when spamming abilities.
Example champions it can (is) be good on: 
Id rather go 
as my first 2 items if anything. (Against AP)
its not good with lb, trust me.
