To make it Easier to get more Champions | please discuss

Recently riot made an update video on may 30 2017 and they brought up making it easier for new players to get more characters for beginners. I am so excited for this. Even though I just finished getting my account level 30 a month ago. The reason I'm excited is because by the time you're level thirty, you'll have to have not enough characters to find your play style. In league of legends we all know the meta shifts heavily. I bought the good characters at the time to help me level up, but now they are bad and I can't afford any new ones cause I spent a good month grinding up for runes. It is very hard to get your 16 characters without the support of your friends gifting you. But one thing I have to say is. Allow everyone who doesn't have above 30 ish characters receive a way to get a whole bunch more easier to expand their champion pool. I believe that this will help out the people stuck in low ranks who are starting out a lot more.

Example: a starter saves up to buy a 6300 they've been eyeing as their third champion. Now they would be around lvl15 about 40% done levelling up. The required is 16 champions for ranked, but now they have to get all the 450 and 1350 ip characters. This highly restricts a new player to become skilled I find.
