What happend to morde?

I played him a TON back in s3, recently gave him a go again, His Q is now miserable and can bounce for a good poke, his w is meh, and his E doesn't do nearly as much damage. Also getting his shield to max seems to take way to long. Did this rework actually do anything but nerf him?
