Is Sivir bounced Ricoched considered a spell or auto attack? Because it doesn't proc Manaflow Band

Why we don't get stack of Manaflow Band when enemies got hit by bouncing Ricochet? Shouldn't it be considered a spell? If not then what is it?

It should be considered a basic attack but it doesn't apply on-hit effects (from what I know) for some odd reason.

It's an AoE basic attack modifier. The closest comparable effects are things like Iceborn Gauntlet or Galio's passive. The modified attack still acts normally - it can crit, it applies on-hit effects normally - but the rest of the effect applies neither spell effects nor on-hit effects. This is consistent with other attack modifiers, as well. Teemo's E poison is not considered a spell effect, and won't proc Rylai's slow.

The abilities that break this rule are spells that count as basic attacks: Ezreal's Mystic Shot and (I'm pretty sure) Gangplank's Parrrley apply both on-hit effects and spell effects.

It's considered an auto attack.
