Poppy and Alistar vs Hecarim

The question here is; why is it that Poppy and Alistar's displacements can be completely negated with even a late flash, while Hecarim's will still hit the opponent even if they flash?

It should either consistently negate such abilities, or consistently knock the flasher in whichever direction the ability was cast towards.
