Power Shift: Ekko Rework
I'll try to keep this as concise as possible.
Passive:

No longer slows on third hit (attack speed makes too easy to proc)

lockout time reduced to 3.5s from 5(original was 3s)
Goal: Keeps Ekko Mobility but opens up room for counter since Ekko doesn't simultaneously slow opponent and speed himself up. Lockout time reduction allows for AP Ekko to deal consistent damage with passive.
Q:

When Ekko first casts Q he gets movespeed buff of 15/25/35/45/50% for 1.5s

If return hits a champion he gets another movespeed buff of 15/25/35/50/65% for another 1.5s
-
Slow is now on-spell-hit instead of AOE Zone.

Ekko's q travel change: Returns more quickly if it does not make contact with champion(think ahri or Sivir Q) moves Xunits further andas a result increases outward travel time by 0.1s per champ hit.
Goal: Move Ekko's mobility to Q so that it can be isolated and controlled without affecting his play pattern around his passive damage.
W:
- If Ekko procs his passive on a champion within the cast area, the delay on his shield and stun are decreased by 1 second.
E:

AP Ratio reduced to .35 from .4

Execute damage on E-auto is 25% more effective.
Goal: Buff AP Ekko's E without buffing Tank Ekko's execute(1.25 x 6% execute with 100AP vs 1.25 x 24% execute with 700AP).
R:

hologram's delay reduced to 3s from 4s.

Remove current %misshp Heal

Heal scales with misshp and AP(Think Riven's ultimate "execute" scaling) heals for 200/250/350 + 0.40AP at 75%HP/0.70AP at 50%HP/1.5AP at 25%HP
Goal: Reduce healing that tank Ekko gets and escape distance while making it easier for AP Ekko to setup ultimate.
This is just the product of some brainstorming. Some of these ideas are extremely far fetched and I don't expect any of this to ever reach Riot's balance team. My only request is to see your opinions per my ideas.
