What is going on with matchmaking?

Lately there is a noticeable, massive influx of abysmal and or new players in high level, high mmr normals. Why?

Im talking things like Caitlyns building Trinity Forces. Leonas building sunfire capes. Lissandras building Nashors tooth.

Garbage like this, reliably, every single normal.
