Generally speaking, most games can still be recovered at 15 minutes.

There are some which cannot be, but most of them - yes, even those ones you think are pretty bad - can be.

Early surrender in and of itself was only created for when the entire team thought the game was over before the normal surrender time. I really don't see why you need to feel the need to surrender so early on in the game when your teammates still think the game is winnable. Game's can very quickly swing in either direction, and I wouldn't be happy if my teammates forced a surrender before 20 after one bad team-fight.

This is one of the most annoying flaws in the game right now. I mean when 80% of the team wants to start over, and ONE single person can hold all of them hostages, how can you call that democratic??
