Can we trash the current devourer and completely rework it?

I'm not good with this type of shit but afk farming the jungle should never be encouraged, it completely destroys the flow of the game.

And one other thing I'd like to point out, it's supposed to be a late game item but I see almost all devourer junglers getting their sated after their 2nd or 3rd item.

Yes, I prioritize dragon, yes, I prioritize all scuttle crabs. Yes, I steal camps when I can.

Passive play should NOT be encouraged, especially early game.
