Difficulties with spammable low-cooldown abilities when playing with high ping (Evelynn Hatespike)

When playing Evelynn, I find that I have significant difficulties bursting champions in a reasonable time because of my high ping (on average 200 ms). Because of the way Hatespike's cooldown is handled, my ping increases the time it takes for me to utilize the full Hatespike volley. Between each Q press there is an internal cooldown of 0.5s, which can be reduced to 0.3s with 40% CDR. It should therefore take 0.9-1.5s to cast the full Hatespike volley. However, adding .2 seconds from ping onto each cast causes the burst window to increase from 0.9-1.5s to 1.6s-2.1s. This is quite significant, and cannot be alleviated simply by mashing Q because you cannot queue up the casting on the spikes.

I unfortunately do not have the option of reducing my ping in any way, and was wondering if it would be difficult to implement a queue feature or another workaround on Evelynn's Q so that players with high-ping do not face a massive disadvantage when playing champions with similar spammable abilities (Riven's Q or Cass' E comes to mind).
