Does anyone feel extra-NA people just play for kills

I find it really common with the chinese and korean server hoppers. They will literally just snipe a kill that you 100-0'ed and then just be absent the whole game. Ive learned to carry most of my own games but its damn frustrating when an akali gets 20 something kills and half of anyone's damage on your team.
