Thought: Seperate Ranged champions into Heavy/Light

Now, hear me out. I'm mainly writing this about my boy Urgot because he needs love, but I'm sure other champions could capitalize off of this too.

There are many items that benefit marksmen only, and many items that benefit melee only. This is done to keep marksmen from becoming too strong and beefy, and that's a very fair point to make. However, there are some ranged champions that could use certain melee items but cant. I agree that even on someone like Urgot, the hydras would be busted. On the contrary, I can think of a few items that could benefit beefier ranged boys like Urgot and Thresh. Therefore, I suggest that ranged champions be split into Heavy (Could also be called artillery) and Light (which would be your typical Marksmen).

Item number 1: item 3053 Sterak's Gage is an amazing item for juggernauts, allowing their all in's to be safer and keep them alive a little bit longer, see Illaoi. However, some time ago Sterak's was moved to melee only. I am outraged that Urgot, one of the champions who could dearly use this item in his current state, is inhibited from building it due to his mediocre range. This could even be valuable to a tanking thresh using a hook to engage a fight. Gnar could use it, though I see some problems with allowing him to use the passive. Perhaps only let the passive proc while he's in beast mode?

Item number 2: item 3022. Frozen mallet is seriously an under-utilized item. One of it's biggest users used to be Urgot. It allowed you to stick to an enemy you were about to all in. I would be fine with its passive nerf on ranged champions if it weren't for the fact that the current meta loves high fast movement champs not only toplane, but everywhere. Urgot desperately needs the full potential of the item. Thresh could make use of this as a support for decent slow and stick, though I could see some issue with it being a little too good. Perhaps make it less effective for a few seconds after a pull?
