@Meddler Infernal Drake in-game tip on PBE

The new in-game tip on PBE says, "Slaying the Infernal Drake increases your team's damage against champions."

I was under the impression that the Infernal buff grants a % max increase to AD and AP, which technically increases damage against everything, not just champions. Is Infernal Drake receiving changes to make it so your damage is increased only against champions?
