Double Jungle/Support

So I've heard that the guy with the highest amount of mastery points for Singed is being threatened to be Perma-banned all because he plays Double-Jungle/Support Singed. So is the whole Double-Jungle/Support thing being frowned upon now or is it because of the Singed Player himself?
